Vice President Nancy Winterbauer fleshed out the plans for salary
enhancements for A/P/S staff for Fiscal year 1999-2000 (which started 7-1-1999) and Fiscal year 2000-2001 (which starts 7-1-2000).
1. Individuals who are not at the top of their pay range who meet or exceed
all the requirements of their job (i.e., evaluated "Competent" or better
according to our Spring 1999 evaluations rankings) in the Spring 2000
evaluation will receive at least a 4% increase to their base salary; with
higher evaluations yielding up to perhaps 8% increases.
2. Individuals who are at the top of their pay range, and are rated
"Competent" or better, will receive an increase to base salary of from 2.5%
to 3%.
3. Individuals falling below the "Competent" standard will receive no increase.
The increase for FY2000 will be as of July 1, 1999, with the retro pay
appearing in the first paycheck for June 2000. Because the pay increases are
at present "off cycle" (the pay increase should be determined by the
evaluation that comes just before the scheduled increase; but this year
[1999-2000] is the first for which most people have had pre-set standards on
which they are to be evaluated), both the FY2000 and FY2001 increases will
be based on the Spring 2000 evaluation. The Fiscal Year 2001 increases will
be as of July 1, 2000 and will appear in the first paycheck after that date.
And will be the same percentage you received in June.
Nancy noted that the anticipated rate of inflation is about 2.5%; and
the pay increases across the economy have averaged about 4%. This makes the
minimum increases scheduled here commensurate with inflation and general
practice.
A spot (i.e., one-time) bonus of from 1.5% to 5% will be available for
individuals who do something remarkable or extraordinary to the benefit of
their unit or of the University, according to Nancy. She did not
elaborate on the schedule for awarding such bonuses. These bonuses would be
in addition to the salary enhancements described above, but will not affect
base salary.
As far as the market evaluation study being conducted the IT (Information Technology) salaries are a particular issue, Nancy noted. The University is proceeding with a review of Rutgers salaries vs.general industry practice with a view to adjusting the Rutgers scales to the labor market. She acknowledged that RUCS is sponsoring its own survey (the Mercer survey), of which her office is aware and with which the University is cooperating. While the issues are complex, she expects to see results from the studies relatively soon.
The University is still looking into hiring someone to handle employee grievences.
