NEW PROCEDURE FOR "MAIL-IN" EAD APPLICATIONS
Effective immediately, applications for EADs being submitted on a mail-in basis should NOT be sent to INS-Newark.
Instead, follow the instructions below for mailing in your EAD application:
GATHER THE FOLLOWING DOCUMENTS AS YOUR APPLICATION, PAYING CLOSE ATTENTION TO
WHICH FORMS SHOULD BE IN ORIGINAL VERSION, AND WHICH FORMS SHOULD BE ONLY IN
PHOTOCOPIED VERSION:
Originals of:
- Two photographs of you which conform exactly to the following instructions. The pictures must:
- have a white background
- have been taken no earlier than 30 days before you send in your application
- be unmounted; printed on thin paper; glossy; and unretouched
- show a three-quarter front profile of the right side of your face, with your right ear
- visible. Your head should be bare unless you are wearing a headdress as required by a religious order to which you
belong
- not be larger than 1½ x 1½ inches, with the distance from the top of the head to just
- below the chin about 1¼ inches
- bear your name printed LIGHTLY in PENCIL on the back of BOTH photographs
- Photographs can be obtained from a passport photographer, but are NOT the same as passport photos. Be sure to
give this description to the photographer BEFORE your picture is taken.
- Form I-765--be sure you have signed it at the bottom. Note: a new version of the I-765 will be available soon, but the
old forms may be used until they are.
- $100 check or money order written out to "U.S. Immigration and Naturalization Service."
- "Form I-756 Signature Card" available at the Center for International Faculty and Student Services (Note: the center
has not yet received any "signature cards" but we have a signature form that INS will temporarily accept instead of a
"signature card.")
Photocopies of:
- For F-1 students: Form I-20, front and back AFTER your international student adviser has noted the recommendation
for employment.
- For J-2 spouses: IAP-66 form and I-94 of your J-1 spouse; marriage certificate or other legal proof of marriage to the
J-1 principal.
- Your Form I-94, front and back (and any previous I-94s given you since your last arrival in the U.S.--this would apply
primarily to people who have changed or extended their status since their last arrival).
- Form I-538 AFTER the international student adviser has signed it (she will give you a copy, as the original must be
retained by the adviser to be mailed to a data processing center).
- From you passport: (1) all pages that contain biographical information; (2) the page that has your picture; and (3) the
page containing your most recent visa.
- A copy of your last EAD (front and back), if any.

We suggest you mail the application by "certified mail, return receipt requested." This will cost $2.20 MORE than regular mail.
We do not yet know whether the EAD will be sent directly to you or whether it will be sent to INS Newark, with a note to
you to go to Newark to pick it up.
