Roper directs the Planning Department at the Port Authority of New York & New Jersey. The department brings a regional perspective, analytic rigor, and planning expertise to the agency's long-range strategies, investments and policy options. Its responsibilities include Transportation Planning, Economic Modeling, Decision, Economic, and Policy Analysis and Interagency Intelligence and Relationships. From 1996 to 2007, Roper led The Roper Group, a public policy consulting firm specializing in economic and social policy research and analysis. His career in public affairs spans 37 years and includes an earlier position at the Port Authority when he served as director of the Office of Economic and Policy Analysis. Before becoming a Port Authority executive, Roper spent twelve years at Princeton University's Woodrow Wilson School of Public and International Affairs. There he served as assistant dean for graduate career services and governmental relations, director of the Program for New Jersey Affairs, executive director of the Council on New Jersey Affairs, and lecturer in public and international affairs. Prior to his Princeton University experience, Roper served as director of the Office of State and Local Government Assistance and as special assistant for intergovernmental relations in the Office of the Secretary, US Department of Commerce; director of the Office of Newark Metropolitan Studies; and legislative aide to the mayor of the City of Newark. Roper is the author of a number of articles on social, economic, political, and government operations issues. He holds a BA in economics from Rutgers and a MA in public affairs from Princeton.
