Resource Conservation and Recovery Act (RCRA) of 1976
Under the new law, the EPA was given the tools to track and regulate the handling of hazardous substances
But, RCRA did not address existing hazardous waste disposal sites or unsafe disposal practices.
The EPA had no authority to cleanup existing sites.
