CHARGE TO THE QUALITY AND COMMUNICATION
IMPROVEMENT COMMITTEE





Thank you for agreeing to serve on the Organizational Quality and Communication Improvement Committee. As you may know, Rutgers QCI was initiated in 1993, following the completion of the work of our "Red Tape Committee" and the Coopers and Lybrand management audit. The mission was:

Since its formation, the Rutgers QCI program has undertaken a number of projects throughout the university, and assisted various departments (e.g., University Communications, Admissions, Facilities) in their improvement efforts. QCI initiatives have included the development of workshop and educational materials for self-assessing organizational strengths and areas for improvement ( Tradition of Excellence ), improving service encounters with students, visitors, and others ( Service Excellence Program ), clarifying and improving work processes (Process Improvement in Higher Education ), and enhancing the welcome, introduction, and recognition provided to faculty and staff ( Faculty/Staff Welcome Program and Faculty Service Recognition Luncheon ).

The Program has also played a significant role nationally within professional associations, and among colleges and universities seeking to apply principles and practices of organizational quality in their institutions.

As we move forward we need to assess the impact of the QCI program to date, its integration into the strategic planning process at Rutgers, and its future role. You are being asked to consider these issues and provide a first draft of a report by March 14, 1997 and to submit a final report by June 2.

In your report, each one of these issues should be addressed with a descriptive section, followed by an analysis, and concluded with a section on recommendations. Each section ideally should be no more than ten pages in length. Supporting documentation in the form of tables, charts, graphs, and reports/studies/plans should be included as appendices to the report.


Some questions to consider in your preparation of the descriptive section include the following:

What has been the historical context for the development of the QCI initiative?

What is QCI and how does it function at Rutgers?

What are some examples of the range of activities it has been engaged in?

As defined in the University's strategic plan, what is QCI's intended role in the plan?

With regard to the analytical and recommendations sections of your report, please consider the following:

In what ways has QCI been effective?

Can QCI be effectively integrated into the University's strategic plan implementation and how should this be done?

What should be the future direction of QCI?
