"Poor " means inferior knowledge and ability. "Fair" means adequate knowledge ability, but still requires supervision. "Good" means a high degree of knowledge and ability, sufficient to work at the position unsupervised. "Excellent" means superior knowledge and ability, sufficient to teach and supervise others in this position. "Outstanding" means demonstrated rare knowledge and ability, clearly superior to most other fully licensed officials.
